Free The Cities!The Director of McGill University’s School of Urban Planning describes changes in Toronto between 1970 and 2010 that show its transformation into a three-tier, less equal, less middle-class kind of large city in a recent issue of Policy Options.  At the end of a three-page essay Raphaël Fischler calls for a frank discussion of how quality of life and cultural expression will survive in post-industrial, income-polarized Canadian cities like Toronto.
